Rebase PR #10501 (db-reset) onto latest main

ALL-883 stack. John asked for rebases after #10475 merged. Branch rob/all-883-extract-db-reset. Rebase onto origin/main (currently at d859737c2b), force-push, wait for CI green, report back. If conflicts: resolve them — they will be in package.json files. The intent of these PRs is purely to replace inline yarn script bodies with a call to scripts/<slug>.sh — preserve that intent when resolving.
