Subtask of INF-18. The daemonset logs pipeline has an exporter (otlp/k8s-logs) but NO receiver, so app pod log collection is not actually running. Enable logsCollection/filelog preset tailing /var/log/pods/**. Replaces datadog.logs.enabled. Branch havoc/inf-20-otel-filelog. Repo kube-live/production/otel-collector.
