Split from PR #14397 per Richie 2026-08-15. Build schedule-domain durable outbox + delete-time cancellation only, after PR 1 device mutation is merged/deployed. Remove dispatch-race machinery entirely. Include spec, replacement cancellation intent coverage, bounded/observable outbox semantics, and open a fresh Winston-prefixed PR.
