M10: v_deprecated_utilities lifecycle view

Spec: TextureHQ/mono specs/relay/commongrid-nisc-matcher.md task M10. Public SQL view surfacing utility lifecycle: eia_id, status (active|retired|merged|renamed), effective_from, effective_to, successor_eia_id (nullable), source (EIA-861 + manual overrides), notes. Consumers need this to reconcile historical names to current eia_ids. Public-useful: any researcher or downstream consumer tracking utility consolidation wants this. Expose read-only via the same public API key model as other v1 routes (likely GET /api/v1/utilities/lifecycle or include in by-eia-id detail response; decide during implementation).
