BOLT-1090: Fix Cursor review comments on Itron polling job (PR #11730)

Artem (Slack 1780656775.415349) asked for an MR addressing two Cursor Bugbot review comments on merged PR #11631: stale repeatables on boot (BullMQ does not dedupe across different every values) and parallel worker/queue shutdown via Promise.all (should be sequential). Branch: artem-agent/bolt-1090-polling-job-review-fixes. PR #11730. Tests added: invocationCallOrder assertion + stalled worker.close gate. Local jest blocked by workspace install env issue; eslint clean; relying on CI.
