Resolve unmatched Emporia VEC contacts by address and surname

Grace requested a conservative second-pass match for the 9 withheld Emporia rows from F0BKC0SETFH: match VEC production records by address plus at least last name. Populate only unambiguous matches in the bulk-import template, retain unresolved/ambiguous rows as exceptions, and do not import/enroll.
