Fix CI + CodeRabbit on PR #15202 (SolarEdge V2 flow)

PR #15202 BOLT-2027 branch BOLT-2027/dashboard-apps. Build fails: codegen validates dashboard docs against LIVE gateway supergraph; SolarEdge fleet types (solarEdgeFleetAuthorizations query, completeSolarEdgeFleetAuthorization mutation, SolarEdgeFleetAuthorizationsInput, CompleteSolarEdgeFleetAuthorizationInput) are merged into subgraph SDL (#15145) but not yet deployed to live gateway. Fix = follow useTicketAttachments precedent: hand-write hook with inline gql + local types, delete standalone .graphql, add hook to codegen.ts exclude list. Also CodeRabbit: selectAuthorization should prefer APPROVED before authorizations[0].
