Split BOLT-1667 per review: PR #13699 is now runtime write-stamps only with distinct Program default and WorkspaceProgram frozen marker names; opened PR #13723 for dry-run-capable atomic JSONB historical backfill. Required deployment sequencing is documented on both PRs. CI watching.

All 3 valid CodeRabbit findings fixed and resolved in b3425209e2: exact optional-config error guard, JSONB object normalization for malformed containers, and terminal operation.fail logging.
