Watchdog: verify recovery-cohort close-with-summary default (c7e93348) executed cleanly on 2026-06-19

Proof-of-concept watchdog for high-stakes future-triggered default-action execution. Pairs with c7e93348 (recovery-cohort close-with-summary, trigger 2026-06-19T12:00:00Z). At lease time: (1) GET fleet-task c7e93348; (2) if status=completed with result.closed_prs[] and result.linear_ticket_ids[] populated, PATCH self to completed with result.summary referencing the closure outcome and aborted_by_reply state; (3) if status=completed with result.aborted_by_reply=true OR aborted_by_pr_state_change=true, PATCH self to completed with summary naming which abort fired and the linked Carson DM / PR state change; (4) if status is still queued/in_progress past due_before_utc (2026-06-19T13:00:00Z), POST a progress event on this watchdog explaining the gap and PATCH self to completed with surface_to_next_cron=true; (5) regardless of outcome, leave a clear summary so the 2026-06-20 nightly reflection cron has a clean attachment point. Same pattern as the June 15 drift-watchdog (63c26eac) but applied to high-stakes default execution.
