Wire daily PR summary cron to run generate-pr-summary.sh

Create or verify the cron/session that runs bin/generate-pr-summary.sh at 09:00 Warsaw time, gates via check-dm-quiet.sh, and sends the Slack DM via the message tool only if output is non-empty. Script already fixed; this task is about scheduling/calling it.
