Once BOLT-1439 fully closes/resolves, update AGENTS.md (or the current durable agent guidance location) with the pattern: when an external dependency is closed but observed behavior contradicts closure, perform empirical re-verification, comment with evidence, wait bounded time, then file a scoped follow-up issue rather than DM-spamming. Include links to BOLT-1204 and BOLT-1439. Do not act until BOLT-1439 is terminal/resolved.
