Add Puerto Rico generator coverage from EIA-860M _PR sheets

EIA-860M has dedicated _PR sheets (Operating_PR, Planned_PR, Retired_PR) for Puerto Rico generators. Current data/power-plants.json does not include them. Quick coverage win once the main 860M ingestion task ships. Depends on completion of: Implement real EIA-860M ingestion in sync-power-plants-monthly.ts.

PR #249 opened on meridian/eia-860m-puerto-rico. Investigation revealed PR generators were already merging (PR #248 iterates all 7 sheets including _PR). This PR makes coverage explicit+asserted: PR-specific MergeStats counters, sync log line, vitest assertions on 69 PR plants / 225 operating + 8 planned generator rows. Monitoring CI.
