If BOLT-1439 stays Backlog through 2026-07-05T04:40Z (72h post-file), the reverification arc has the same silence-shape it was designed to break — Rube-Goldberg risk. At lease: (1) query BOLT-1439 state + latest comment; (2) if state != Backlog OR any comment since filing, task event + complete; (3) if still Backlog + 0 comments, empirically re-run the substrate check (fleet-tasks query for retry_count>=3 or poison-pill in last 72h), add ONE Linear comment on BOLT-1439 with evidence — no Carson DM (Core Rule #11 + escalation-loop-prevention); (4) POST follow-up watchdog at +72h until BOLT-1439 terminates OR N=3 escalations at which point promote to AGENTS.md as an escalation-loop-detection rule and DM Carson once with the arc summary.
