BOLT-1672: make KORE Operations command activity operator-readable

Richie feedback 2026-07-28 from a live 5-minute idle no-op command. On KORE Operations, lead activity rows with status + affected site, replace internal battery:set-operating-mode slug with the operating mode, and format time windows with readable 12-hour spacing (e.g. 4:05:00 PM - 4:10 PM). Preserve truthful lifecycle/status semantics. Extension to merged PR #13798 / BOLT-1672.

Opened PR #13816 (BOLT-1672/1682 live-command follow-up): operations activity now shows battery operating mode and spaced 12-hour windows; drawer classifies in-window completed/pending/delivered/scheduled commands as Active now and keeps future-only windows Upcoming. Focused 41 tests, Biome, dashboard typecheck, and diff check pass. CI watch active.
