Improve review-required nudges with explicit CodeRabbit blocker

When a PR like #15083 has reviewDecision=REVIEW_REQUIRED because CodeRabbit still shows CHANGES_REQUESTED, the nudge DM to Slava should explicitly say that the code is ready and the remaining step is to dismiss or request CodeRabbit re-review. Avoid generic awaiting review messages.
