Implement first cut of BOLT-1675. KORE adapter must interpret every charge command startAt/endAt as site-local time-of-day for a recurring native charge-window config write; revision-aware rev-b/rev-c writes and optional max rate; no intended control, expiration/cleanup, or schedule issued. Fail loud for invalid/missing revision/cross-midnight behavior until verified. Coordinate with PR #13841 so recurring charge UI and adapter behavior land together. PR #13854 remediation pushed in afe890c1b4: fixed OEM lint failure; standing charge config no longer switches a live rev-c MANUAL dispatch to AUTO; charge windows now reject cross-date/reversed envelopes. Focused 97 tests and adapters/oem lint pass. Replying/resolving Codex threads and watching fresh CI.
