ALL-905: Triage Snowflake sync gaps post-Neon migration (DEVICES_SITEPROFILE + Solridge-tenant CDC dropout)

Three distinct sync gaps surfaced from Grace's orphaned-battery investigation. (1) DEVICES_SITEPROFILE whole-table stale since 2026-02-05, (2) Solridge workspace cmaoa182l009o129ijkgvgzf8 stopped receiving CDC events on IDENTITY_THIRDPARTY (last extracted 2026-05-03) and SITE_WORKSPACESITE (last extracted 2026-04-30) after a full-table re-snapshot on May 3 — globally both tables are healthy, this is tenant-specific.
