Artem-requested follow-up on merged PR #13581. (1) Seed empty converted boards with board.header and an empty layout.grid. (2) Reject duplicate block IDs at any composition tree depth in parseStoredComposition. Add targeted tests, lint, open a new PR linked to ALL-2377, then monitor CI/review feedback.

Fresh PR #13586 run is fully green: Build, Lint, Type Check, Unit Tests, knip, Vercel deploy/smoke, shadow path filter, DeepSource, and CodeRabbit all pass. No review comments returned; awaiting required human review.
