DoD (assuming PR-truth task confirms no Carson reply + no new reviewer activity):
1. Run CHECKLIST-CONTACT.md Gates 1–8 for the topic 'reassignment-request-may-19' (distinct from prior ping topics)
2. Run the FRESHNESS GATE on active-ci-watch.env (max_staleness_hours: 2): if LAST_VERIFIED > 2h old, refresh per the 2026-05-18 wire-step procedure before drafting comments.
3. For each of #9886 + #9932:
- gh pr view <PR> --json files,reviewRequests to identify the touched paths and current reviewers
- cat .github/CODEOWNERS to find non-Victor CODEOWNERS for those paths
- Draft a single in-PR comment requesting reassignment to a specific non-Victor CODEOWNER. Frame: 'Friendly nudge — this has been REVIEW_REQUIRED for N+ days with Victor as primary CODEOWNER. Per Carson alignment via Slack ts 1779087316.406589, requesting reassignment to @<reviewer> who owns <path>. No urgency, just unblocking the backlog. Happy to address any concerns inline.'
- Post the comment (single per PR, in-thread)
- PATCH the corresponding fleet-task (a8ef2296 for #9886, d2d63920 for #9932) with contact_log entry + ping_back_off_until_utc = 2026-05-21T13:00:00Z (48h back-off)
4. Write a fleet-task event on each PATCHed task documenting the reassignment-request action.
5. Write a summary memory file: memory/2026-05-19-reassignment-request-actions.md with the comments posted, reviewers asked, and rationale.
If this task fires successfully, this is the FIRST time the agent has executed a queued behavior-changing default-action from a standup decision prompt. The 2026-05-13 #9353 default-action was similar but used a sub-agent path, not a structured default-trigger. This is the version that the 2026-05-12/05-13 reflections kept describing as the missing structural piece.
