VEC 1L7AZ lateral recloser analog telemetry — real vs placeholder investigation

Read-only prod investigation per Artem. Verdict: VEC-side placeholders / unconnected analog inputs (NOT a Texture ingest artifact). Evidence: 1L7AZ source 1630 analog series frozen for 7 months (2.3M points, 1 distinct value each): current=0, real_power=0, voltage=12.90 (==controller_battery_voltage 12.90), frequency=60.01, power_factor=1.0, operations_counter=0. Parent feeder BR011A (source 1626) carries real varying current_phase_b/c (232-352 distinct). quality[] empty on both (VEC sends no DNP3 quality). vecScadaHandler.ts is pure passthrough — no constants/defaults. 1L7AZ is the only vec SCADA source using bare un-phased metric names (current/voltage/power_factor, all count=1); every real VEC device uses *_phase_a/b/c.
