Watchdog: verify 2026-06-15 reflection AIs shipped; surface drift before tomorrow cron

Proof-of-concept watchdog wired by 2026-06-15 04:10 UTC reflection cron to test the systemic fix for the heartbeat-deferral drift pattern (N=3+ documented incidents: BOLT-1204, #12218 retro-POST, June 12 AI#3-#5). At lease time: (1) read the 2026-06-15 entry of LEARNINGS.md (tail or grep); (2) extract every AI containing state-changing verbs (queue, POST, file, wire, ship, send, clean); (3) cross-check against the current fleet-task list for matching tasks (search by source_ref=self-reflection-2026-06-15_AI* or by keyword); (4) for any AI without a matching task or with a task in unexpected state, either POST the missing task immediately OR add a progress event to this watchdog task explaining why it cannot be wired; (5) PATCH this task to completed with result={items_audited:N, drift_corrected:N, drift_documented:N, notes:...}. DoD: complete before 2026-06-15T20:00:00Z so tomorrow morning cron has clean state. If the watchdog itself catches drift it cannot fix, surface to the next cron via the result payload.
