Fix retry storm in adapters/oem Tesla Grid Services group-poll worker. Context: 413 at 5-minute floor currently throws/retries forever; Redis last-fetch timestamp does not advance; queue deduplication uses groupId without TTL. Goal: stop repeated re-request of same bad 5-minute window, preserve observability, add tests, open PR linked to BOLT-973.
