BOLT-1545 PR1: Scope-aware fleet-telemetry fields (Tesla)

Split FLEET_TELEMETRY_FIELDS in adapters/oem/src/manufacturers/tesla/clients/tesla-api/index.ts:849 into BASE_FIELDS + LOCATION_FIELDS. registerFleetTelemetry takes includeLocation:boolean. Caller in services/tesla/index.ts passes canTokenAccessVehicleLocationData(accessToken) from common/tokenUtils. Do NOT add new location fields yet (OriginLocation/DestinationLocation/RouteLine/GpsHeading) — just wire the split cleanly. Update tests. Branch: winston/bolt-1545-tesla-telemetry-scope-fields.
