ALL-1865: Block scientific notation reference IDs in CSV upload

Change csvParser.ts post-parse validation: scientific notation in ID_FIELDS (referenceId, siteReferenceId, deviceReferenceId) goes from warning to ERROR. Row marked invalid, blocked from import.
