Re-enroll 22 Solridge battery enrollments via Program API

Subtask of BOLT-1741. Grace explicitly authorized re-enrolling the 22 IDs in the Aug 5 CSV. Preflight current data: 22/22 found, active, unenrolled, with 24 retained device-on-workspace mappings. Must use Program application mutation/API—not direct SQL. Revalidate just before batch execution; record each API result and post-mutation status.
