Locate or clone Texture mono repo before Tuesday PR gate

Before the 2026-09-22 PR task runs, verify this host has the Texture mono repo. If not, clone it or report that the repo is unavailable. If present, verify/create branch cato/bolt-2121-leap-generation-timeout-override. This task is a prerequisite so Tuesday unilateral PR task does not start from an empty workspace.
