Implement ONLY the Device-domain additive cancelTagScheduleCommands mutation and its listed files; remove unrelated typegen drift. Address bounded fanout, client-credential authorization behavior, and createManagementAuditLog. Branch winston/bolt-1636-tag-schedule-device-cancellation. Open a standalone PR against main; it must merge/deploy/publish before Schedule outbox PR #14442 is continued.

Pushed; CI pending. Local pre-commit lint/typecheck/build passed but its full test phase was SIGKILLed by host; focused test had previously passed before dependency-state repair.
