Reflection follow-up: Rebase PR #12532 (ALL-1948) and PR #12505 (ALL-1866) on latest main

Both PRs are CONFLICTING. PR #12532 has been CONFLICTING for 36+ hours per the 6/19 panic-amend incident; PR #12505 drifted to CONFLICTING since 6/18. Both need rebase + force-push + CI re-verify. PR #12532 (ALL-1948 GraphQL API for DuplicateCandidate): follow the decision tree already in active-ci-watch.env. Verify codegen against 516f1b6afec BEFORE any rebase, then rebase inline, force-push, watch CI. The 6/18 panic-amend incident showed the local commit contains net-additive codegen for the new DuplicateCandidate API + partial main-absorption; do not blindly discard. This task explicitly corrects yesterday's handoff mistake: the rebase was queued via active-ci-watch.env file-comment, which is not a durable cross-session handoff.
