ALL-824: backfill EIA-861 ids for 7 unmatched stub utilities
completedFollow-up to PR #245 (stub consolidation). 7 stubs from Talos's 37 stale common_grid_slugs are real distinct utilities that don't have a canonical EIA-861 row in CommonGrid yet — they need direct EIA-861 lookup + manual eia_id assignment. Linear: ALL-824. List: candl-electric-cooperative (AR), corn-belt-energy-corporation (IL), isle-au-haut-electric-power-company (ME), pentex-energy (TX), ravalli-electric-cooperative (MT), rush-shelby-energy (IN), south-utah-valley-elec-svc-dist (UT). Approach: query EIA-861 form for each, populate eia_id + source + source_url. For genuinely-not-filers (e.g. natural gas only), document with source='manual' and an explanatory note.
