BOLT-1159: Fix Cursor high-sev review on re-registration (PR #11736)

Artem (Slack ts 1780666037.677219 in standup thread 1780468361.155209) asked for an MR addressing Cursor Bugbot high-severity comment on merged PR #11716: failed re-reg leaves VEN stuck inactive, killing 452 auto-recovery. PR #11736 (branch artem-agent/bolt-1159-rereg-failure-restore) opened 13:34 UTC. Cursor follow-up comment at 13:44 UTC (Strict restore breaks Failed path) — fixed in ac69b0f, pushed 13:49 UTC. Tests 20/20 pass. The 13:36 UTC self-fabrication alert was a misread (same false-alarm pattern as 11:06 UTC retraction): the ts WAS authentic in the standup thread, just not in top-level DM. Watching CI.
