First implementation cut for BOLT-1737: make user-selected Device List columns (starting with Online Status) sortable/filterable where backed by the existing device query, and add an export for the currently filtered/sorted device result set. Preserve saved-view and URL state semantics; enumerate column/query/export constraints, add focused coverage, open a Winston-prefixed PR, and monitor CI.
