BOLT-1435: consume DNP3 connectivity-status for utility battery reachability
completedRichie requested 2026-07-22: trace DNP3 connectivity-status (or equivalent) events currently not hooked into device reachability for utility-scale batteries, implement the smallest safe reachability integration, and then assess/sequence remaining BOLT-1435 work. Need enumerate event producers, consumers, reachability contract, offline/staleness semantics, archival and tests. Linked existing Linear BOLT-1435.
