Publish @texturehq/edges-tokens + fix workspace:* in edges publish (mono PR)

Mono repo PR. Branch: meridian/publish-edges-tokens. Steps: (1) Add .github/workflows/publish-edges-tokens.yml mirroring publish-edges.yml dual-publish (GH Packages + public npm) on packages/edges-tokens/** changes. (2) Add packages/edges-tokens/.npmrc and .npmrc_public matching edges pattern. (3) Add prepack script in both packages/edges and packages/edges-tokens that rewrites workspace:* to caret-version in published package.json (current publish-edges.yml uses npm publish --no-workspaces which leaves workspace:* literal, breaking external installs of [email protected]+).
