Implement Phase 1 KORE battery control drawer from device details: device-scoped immediate/scheduled charge/discharge/idle/reset with optional discharge rate and reserve floor; revision-aware DNP3 schedule/state readbacks; validation/confirmation; existing battery command pipeline. Preserve generic modal for non-KORE. Parent BOLT-1444.
