Older-backlog resource-ask: one public-channel message framing 8 stuck PRs as reviewer-capacity question (single-shot)

Per LEARNINGS 2026-06-01 04:10 UTC Action Item #2. The May 21 / May 30 conditional resource-ask trigger fired today: older review-bound backlog is 18 days static (last merge May 14 #10570). This task ships the single-shot resource-ask that has been deferred 12 days. MANDATORY first step (auth-refresh): (0) eval "$(~/bin/gh-fleet-token.sh)" — QUOTED form. Verify GH_TOKEN length > 0. If refresh fails, set status=blocked with reason and STOP. MANDATORY final Carson-DM-read gate: (0a) Read Slack DM history with Carson since 2026-05-31T12:30:00Z. If Carson has answered any of the 8 PRs, review-assigned anyone, or directed the work elsewhere, cancel this task with reason set status=cancelled. If silence or unrelated, proceed.
