Baton v0: implement Relay MCP read tools

Implement ALL-912. Add v0 read tools for org/contact/deal/pulse/fireflies in apps/relay-mcp using bounded queries/rest hot paths from Baton specs; enforce no free-form GraphQL from agent and source/citation outputs. Branch talos/baton-mcp-read-tools.
