BOLT-1322 [5/7]: monitor PR #12553 through merge (refreshVehicleKeyPairing service + mutation)

PR #12553 pushed 2026-06-19 ~05:18 UTC. Branch havoc/bolt-1322-device-orchestration. Stacked on main now that #12551 merged. Next: watch CI. If green and Sergey reviews → merged. Once merged, rebase + push the next dependent worktrees: - mono-bolt-1322-tesla-adapter (depends on this) - mono-bolt-1322-rest-route (depends on this + tesla-adapter) - mono-bolt-1322-integration-tests (depends on full stack) Fleet-task lineage: replaces the previously-completed 5-NEW build task; this one tracks the PR shepherd lifecycle.
