Resolve Leap meter IDs and partner references for Solridge enrollments

Subtask of BOLT-1864. Grace requested a read-only production export appending Leap meter ID and partner reference to the attached 22-row Solridge enrollment CSV. Query the authoritative Program source using the enrollment IDs, validate every record, and deliver the annotated CSV in the Slack thread.
