Audit live telemetry for Solridge unenrolled devices

Subtask of BOLT-2187. Grace requested a read-only production audit of the attached 22-row Solridge unenrollment CSV. Confirm current enrollment state, determine whether currently unenrolled devices have telemetry actively flowing using the device telemetry source of truth, add a clear column to the CSV, validate the result, and deliver it in the Slack request thread.
