BOLT-1257: address Cursor stale-config review on PR #12130

Cursor bot flagged that afterAll only restored process.env but @/common/config kept the mock VTN snapshot, so later tests in the Jest process could call Itron staging against the stopped localhost server. Added jest.resetModules() to afterAll in adapters/program/test/mockVtn/openadrLoop.integration.test.ts. PR #12245 opened against TextureHQ/mono.
