Add typed envelope-level recurrence (single|recurring; defaults single) and optional context JSON to @texturehq/command; bump package version and align event-bus peer/version contract as required. Enumerate all envelope producers/consumers, serialization/event schemas, package version consumers, and tests before changing. No device schema, resolver, adapter routing, capability descriptor, or dashboard work in this PR. Branch: winston/bolt-1680-command-envelope. Parent milestone BOLT-1680.

PR1 scope is @texturehq/command only: define/export envelope primitives (recurrence single|recurring plus optional context type), version the package, and add contract tests. Enumerated downstream envelope schemas and version alignment: event-bus is the next dedicated PR because it owns command.issued/base envelope serialization; device persistence/resolvers, KORE routing, capabilities, and drawer stay out of PR1.
