Montgomery prod raw DNP3 validation found live Rev C readbacks: MODE_AUTO_MANUAL_RB=0, BESS_ON_RB=1, STS_DCH_SCHEDULE_RB=0, MANUAL_ISLAND_CMD_RB=0, AUTO_RECONNECT_RB=0. Root cause: panel rendered Rev B enum/status-word metrics for Rev C and queried non-existent disable_auto_reconnect_rb. Pushed fix 897919b04d to PR #13626: revision-specific Rev C binary tiles + correct auto_reconnect_rb. Focused test suite now 10 passed; scoped Biome clean.

Fixed CI regression from the Rev C metric rename: restored the newly-added hook coverage fixture and changed it to AUTO_RECONNECT_RB. Focused 24 tests passed locally; pushed 2249090c39 to PR #13626. New CI running.

Reworked linkage per Richie: KORE device details now expose a prominent header Operations View button that opens the focused operations route (?deviceId=...). PR #13626 rebuilt as a clean operating-state/device-link base; #13628 is now intentionally stacked on #13626 because it reuses the unmerged operating-state component.
