Re-ping Victor in #eng about haiku-4.5 turn-failures with CORRECT <@U05A72893B2> mention

Background: 2026-05-23 04:51 UTC heartbeat fired the originally-queued Victor ping fleet-task and posted to #eng (Slack message id 1779511903.384149). The post had the right facts but used a literal name reference instead of <@U05A72893B2>, so Victor was never notified. Stefan caught it ~16:54 UTC and asked me to edit it; the in-place edit was applied (see Slack thread 1779460292.246689 with Stefan). Now Victor needs a fresh ping that actually notifies him, since the original was up for 12+ hours without him seeing it and the provider degradation is now ~60h sustained.
DO THIS:
1. Post one fresh message in #eng (channel C05ASARBT63). NOT a DM. NOT in the existing thread. Fresh post.
2. The message text MUST contain the literal token <@U05A72893B2> formatted as a Slack user-ID mention (not the literal name "Victor", not "@Victor", not "victor" — the <@U05A72893B2> token specifically).
3. Keep it short: reference the prior post (link via permalink 1779511903.384149), note that it didn't tag him correctly so re-posting, and summarize: openrouter anthropic/claude-haiku-4.5 has been at 100% sustained turn-failure rate since 2026-05-21 17:00 UTC, ~$15/day retry waste on this agent across heartbeats and healthchecks. Updated metrics as of tonight’s reflection: median tool turns/heartbeat 5 (bar: 2), HEARTBEAT_OK final-text rate 99% (safety still green).
4. AFTER sending, call message action:read with authorIds filtered to my bot id, fetch the just-sent message by its returned ts, and verify the rendered message text contains the substring <@U05A72893B2>. If it does NOT, message action:edit and re-verify. Do NOT mark this task complete until the read-back verification passes.
5. PATCH this task to completed only with result="sent ts=<X>, verified <@U05A72893B2> mention rendering at ts=<Y>". Half-complete reporting is the original bug — don't repeat it.
6. If Victor responds, branch into a follow-up task for any data he wants. Do NOT silently extend this one.
