Slice 2: real ES translation for DEVICE_FILTER (replace match_none guard)

Full scope: new deviceFilterPredicateToEs.ts translator, updated targetResolver.ts DEVICE_FILTER arm (replaces match_none with real predicate->ES), updated guard tests, 47 new test cases. Lint clean, tsc clean for changed files.
