Refresh Emporia master Snowflake table with Grace CSV

Grace requested replacing data in existing PRODUCTION.DEV_SERGEY.MASTER_EMPORIA_LIST_VEC_20260723 from Slack attachment F0BK8N8529H; do not create a new table. New CSV has 339 rows and a second email column, so retain original EMAIL and add ALT_EMAIL to existing table before refresh. Verify as READ_ONLY_ROLE.
