CI Monitor Watchdog: wait for PR 13694 completion

Watchdog pattern for PR #13694 CI checks. Subagent fix_pr_13694_ci pushed fixes and the checks that were failing are now passing, but the CI run is still pending completely. Poll `gh pr checks 13694` periodically using `eval $(~/bin/gh-fleet-token.sh)` for git auth. If green, message Carson DM #13694 is ready for review.
