DeepSource coverage failure fdc78e17 was TCV-001 on src/commands/normalizeTagCase/normalizeTagCase.ts:104 (SWC coverage artifact on nested Prisma unique-key literal). Added targeted skipcq with test evidence. Verified focused jest coverage, format/lint, and typecheck pass.
