First implementation pass for BOLT-1671: establish explicit revision-aware KORE intent routing, honor smooth de-rate through manual setpoints with bounded return-to-AUTO, lift rev-b native high reserve behavior, and fail loud for unsupported rev-c high-reserve cutoff pending design. Implemented first backend slice on commit 6f043fdf11: preserves bounded smooth discharge rates, maps revision-specific manual setpoints, writes explicit reserve before discharge, supports Rev-B 0-100% reserve, and fails closed on Rev-C reserves >20% pending SOC cutoff. Focused ESLint and 81 KORE tests pass. Branch pushed; GitHub PR creation currently returns GitHub 500 (request BAD2:26DC5A:130EDAA:431B849:6A63BAFB).

Corrected smooth implementation per Richie: commit 86518f502f recomputes at dispatch/arm time from sidecar BAT_SOC, connection capacity, reserve floor, max power, and remaining window. Future schedule retries defer SOC read until arm time. Focused KORE routing/readback/reconciler suite: 152 passed.
