Fix failing CI for PR #13534 (admin invite admin)

Duplicate of fleet-task b67eda3b (same PR #13534 CI-fix effort). Consolidating there: PR is chronically CI-red across 7+ subagent attempts with contradictory root-cause diagnoses (turbo/tsup DTS build-ordering race vs missing tsconfig mappings). Escalated to Sergey via Slack DM at 2026-07-20T10:31Z rather than spawning another subagent into the same loop. Do not pick this up independently -- see b67eda3b for full history and wait for Sergey direction.
